Job Overview:
The Project Officer (Shelter & Settlement) will play a crucial role in supporting the operational and technical aspects of IOM’s project activities in South Sudan, specifically in the Equatorial, Upper Nile, and Unity regions. This position involves working under the supervision of the Program Coordinator and the Project Officer, focusing on providing solutions to displacement challenges.

The successful candidate will assist in implementing and monitoring various project activities, which may include shelter settlement, housing land property, livelihoods, and cash-based interventions. The role requires a proactive approach to compiling, analyzing, and presenting data related to these topics, ensuring that project objectives are met effectively and efficiently. The Project Officer will also be responsible for budget monitoring, administrative coordination, and liaising with various stakeholders to facilitate project implementation.

Duties and Responsibilities:
The duties and responsibilities of the Project Officer include:Assisting in the implementation and monitoring of project activities aimed at addressing displacement issues in the designated regions.
Retrieving, compiling, summarizing, analyzing, and presenting information/data on project topics such as Shelter Settlement, Housing Land and Property, Livelihood, and Cash-based interventions.
Monitoring project budgets, verifying fund availability, obtaining necessary approvals, and updating budget-related information.

Acting as the focal point for administrative coordination of project implementation, which involves extensive liaison with diverse organizational units and external parties.
Drafting status reports that identify shortfalls in project delivery and suggesting remedial actions to the supervisor.
Preparing and updating reports, briefing notes, graphics, statistical tables, and other documentation related to project issues.
Responding to complex information requests and inquiries, maintaining organized files/records, and coordinating meetings, workshops, and training sessions.

Participating in meetings and conferences, assisting in coordinating implementation activities with local authorities, partners, UN agencies, NGOs, donors, and other stakeholders.
Monitoring the work of implementing partners and reporting any non-compliance to the supervisor. 1
Providing guidance and training to new or junior staff members. 1
Performing other related duties as assigned by the supervisor.

Required Qualifications:
The required qualifications for the Project Officer position include:A school diploma with six years of relevant experience, or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with four years of relevant professional experience.
Proven experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs.

Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
Prior work experience with international humanitarian organizations or government institutions in a multicultural setting is considered an advantage.
In-depth knowledge of migration-related subject areas, particularly in finding solutions to protracted displacement, as well as knowledge of UN and bilateral donor programming and financial rules and regulations.

Educational Background:
Candidates must possess either a school diploma with six years of relevant experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law.

The educational background should be from an accredited academic institution, ensuring that candidates have a solid foundation in the principles and practices related to migration and humanitarian assistance.

Experience:
The position requires a minimum of four years of relevant professional experience for candidates with a Bachelor’s degree, or six years for those with a school diploma. Experience should include working with governmental authorities, national and international institutions, UN agencies, and NGOs. Candidates should also have experience in dealing with vulnerable populations, including migrants and refugees, and prior work experience in humanitarian settings is highly valued.

Languages:
Proficiency in English is mandatory, as it is the working language of the organization. Knowledge of additional languages, particularly those relevant to the regions of Equatorial, Upper Nile, and Unity, would be considered an asset and could enhance the candidate’s suitability for the role.
