Job Overview:
The Project Officer (WASH Infrastructure) will play a crucial role in providing technical guidance and operational support for WASH infrastructure activities in Bentiu and Malakal, South Sudan. This position requires coordination of technical assessments, identification of alternatives, design, implementation, and monitoring of WASH infrastructure projects.

The officer will ensure that all activities adhere to the established scope, timelines, and budgets, in compliance with Infrastructure Compliance Guidelines and Standard Operating Procedures. The role involves regular monitoring of project budgets and expenditures, as well as ensuring that project implementation aligns with the specifications outlined in project proposals. The Project Officer will also be responsible for liaising with stakeholders, drafting reports, and supervising relevant staff, all while promoting a respectful office environment free from harassment and abuse.

Duties and Responsibilities:
Coordinate technical assessments and identify alternatives for WASH infrastructure activities in Bentiu and Malakal.
Ensure adherence to scope, time, and budget according to established guidelines and report any non-compliance issues.
Implement project work plans and communicate any delays or necessary adjustments to the supervisor.
Monitor project budgets and expenditures in accordance with internal and donor requirements.
Conduct regular site visits to ensure proper utilization of materials and compliance with design specifications.

Coordinate procurement processes in collaboration with procurement and logistics teams.
Liaise with stakeholders and draft progress reports for the WASH Programme Coordinator.
Supervise and coordinate the work of Infrastructure staff, providing input for performance evaluations.
Uphold principles of a respectful workplace and promote the prevention of sexual exploitation and abuse. 1
Perform additional duties as assigned.

Required Qualifications:
Candidates must possess a Master’s Degree in Civil Engineering, Environmental Engineering, or a closely related field, with at least two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Candidates should demonstrate advanced knowledge of WASH principles in both humanitarian and development contexts, as well as experience in the technical design and management of WASH infrastructure.

Educational Background:
A Master’s Degree in Civil Engineering or Environmental Engineering, or a related field is required. Candidates with a University degree in the same fields must have additional years of relevant experience. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires experience in the technical design, management, and implementation of WASH infrastructure and services, particularly in contexts facing humanitarian crises or development challenges. Candidates should have a proven track record of delivering projects effectively under pressure and within tight deadlines.

Languages:
Fluency in English is mandatory, both oral and written. A working knowledge of Arabic is desirable. Proficiency in IOM’s official languages, which include English, French, and Spanish, will be evaluated during the selection process.
